The outcome of the 2007 Neighbourhood Planning Summit.

1. Whereas planning systems are not integrated and do not ensure that secondary plans are applied to high-growth areas, and

Whereas many parts of the city lack secondary plans

Therefore we need to

  • create secondary plans where they are required in high growth areas in a timely fashion, and
  • create community review boards with decision rights, to review development applications and recommend changes to the secondary plan as neighbourhoods evolve.

2. Whereas the Ontario Municipal Board’s review of planning decisions by a municipal entity as large as the City of Toronto is unnecessary

Therefore the OMB’s planning authority over the City of Toronto should be abolished and PPT should consider:

  • the details of an appointed planning board or boards
  • the relationship between the board(s), Community Councils and City Council, and
  • the appointment process to such board(s).

3. Whereas lack of knowledge about planning issues, and lack of accessibility to the planning process are key reasons why people feel marginalized

Therefore we need to combine traditional grassroots organizing and education to share information and empower communities.

People’s Planning Priorities

  • Create a city-wide database of resources
  • Connect PPT with other associations representing residents’ and ratepayers’ groups
  • Convene a monthly information / social event
  • Choose an initial focus / project
  • Contribute support to neighborhood groups
